Welcome to the forums. The fans staying on are a symptom of the fault as the PCM doesn't see the shutter position. The fans default to 'on' for cooling safety.
The dead sidemarker may or may not be related if there is a wiring or connector terminal issue.

See the discussion below. Look through the Possible Causes' of U11E9 here:

Thanks for the fast response and for your time ,
So you think I have to replace the PCM module? Or the active grill shutter assembly?
Best regards

Always diagnose first. Don't replace anything yet.
Inspect wiring and connectors. I have found cut, pulled and rubbed-through wiring. Exposed terminals may be corroded. This area takes the brunt of the weather and possible curb hits.
A capable scan tool may help in actuating the AGS module motor to watch it open and close.
A PCM problem would be a distant 3rd and the last-house-on-the-block as far as failures go.
Use the Possible Causes list and tick-off what you can confirm as being 'good'. This will help narrow down what the actual issue is:

Ok
Sorry if am just keep asking you questions
I saw that video
My AGS assembly looks clean and nothing missing such as the blade or the harness
And i can open it and close it manually
So my question is there any module for the AGS assembly?
As I mentioned early about the dealership said it’s the air dumper module

The problem may not be visible by looking at it. It may not be from physical damage such as the one in the video.
The AGS components are: the AGS assembly in the front fascia, the PCM and the wiring.

The U11E9 is a bus communication fault. The PCM can't see what the AGS is doing or what position it is in. The AGS will try to default to full open, turn on the radiator fan and turn on the 'ck eng' light.

Make sure that the AGS has good power and ground, but the shop should have already checked for that.

Those are wire sizes, not expected voltages. The fat Bk ground wire (1.0) and 2 thinner (pwr + lin bus) wires (0.5).
There should be 12 volts between pin 1 and pin 3 or 4. There will be a Vt/Rd or Rd wire in cavities 3 or 4, but probably not both cavities.
The LIN bus is a small digital signal and may not register much on a meter.
If you don't have 12 volts with the ignition button on, check for an open fuse or an open wire in the harness.

Check out the Red wire at main grill/bumper cover harness,I just got mine working, found it corroded in the plug
